Milner has been a researcher, practitioner and policy advisor on issues relating to the global refugee regime, global refugee policy, and the politics of asylum. His expertise spans refugees and forced migration, peacebuilding, United Nations and global governance, and humanitarian action.

Milner has been a researcher, practitioner and policy advisor on issues relating to the global refugee regime, global refugee policy, and the politics of asylum. His expertise spans refugees and forced migration, peacebuilding, United Nations and global governance, and humanitarian action.

He is specifically available to discuss the international response to the situation in Eastern Europe and the principles that need to guide this response. He is also available to discuss the recent announcement from the Government of Canada on special procedures for Ukrainians coming to Canada, and what this means in a historical context and for future responses.
