Rose received her Ph.D. in electrical and computer engineering from the University of Windsor, Windsor, Ontario. She was the chair of the IEEE Women in Engineering of Windsor section. After finishing her Ph.D., she worked as a digital designer in the research and development department of a telecommunication company. She was a faculty member in the electrical and computer engineering department at Concordia University from 2020 to 2022.
